The new chairman of the House Budget Committee said that he opposes a tax increase but favors an across-the-board freeze of spending in all government agencies to cut federal deficits. Rep. William H. Gray III (D-Pa.) said that “America made a decision” against tax increases when it voted to reelect President Reagan last November. As a result, a deficit reduction “has to be done by spending cuts,” he said.
