South Korean President Chun Doo Hwan ruled out any constitutional change to permit direct presidential elections in South Korea, as demanded by the opposition to restore full democracy. In an annual state of the nation address to Parliament, Chun said his 1980 constitution provides for the “blossoming of genuine democracy” by banning presidents from seeking a second term after seven years in office. Chun has said he will step down in 1988, the year of the Seoul Olympics.
