Upon reading President Reagan’s proposal for a second U.S.-Soviet shuttle linkup, which would include planning for joint rescue missions of stranded cosmonauts and our astronauts, left me quite perplexed. If we are able to consider security for each other in space, then why are we having such a difficult time in negotiating arms control here on earth!
