James D. Mosman, 36, of Sacramento, has been named director of the state Department of Personnel Administration, Gov. George Deukmejian announced. Mosman has been interim director since last month when the previous director, Mike Frost, was appointed legislative secretary to the governor. The department director’s salary is $73,780 a year.
