More than 100 consumer, labor, civil rights, religious and other groups joined in a drive to head off an effort in the Federal Communications Commission to scrap the “fairness doctrine.” Opening a Washington news conference on the issue, Rep. John D. Dingell (D-Mich.) sharply denounced the move by FCC Chairman Mark S. Fowler to scrap the rule, which requires broadcasters to present both sides of controversial issues, and predicted that Congress will not go along with efforts to change it.
