The City Council voted to issue 12 operating permits to L.A. Taxi Co. and two permits to Culver City Cab Co. Monday.
Although the council authorized 44 taxis in 1983, only 13 cabs operate in the city. Thirty-one taxis were put out of operation last year when the city revoked the licenses of three cab companies because they did not carry adequate insurance.
