Thomas J. Healey resigned as assistant secretary of the Treasury for domestic finance, fulfilling plans to return to private business after the reelection of President Reagan.

Healey did not elaborate on his plans. He was director of capital markets for Dean Witter Reynolds Inc. before joining the Administration.
