Pennsylvanians Who Fled Fumes Return Home

WEST CHESTER, Pa. — Residents returned to their homes Wednesday after federal officials said that irritating fumes released from a chemical plant Tuesday night did not pose a serious health hazard.
Forty persons were treated at West Chester Hospital for ear, nose, throat and respiratory irritations after fumes from a fire at the Sartomer Co., an Atlantic Richfield subsidiary, spread over a 20-mile area.
West Chester Mayor Craig Milliken said that he had declared a state of emergency in the borough as a precaution. About 28 persons living near the plant spent Tuesday night in two firehouses that had been set up as temporary shelters.
