MORONI, Comoro Islands — Sixty-seven people, including 36 soldiers of the presidential guard, appeared Monday before a tribunal on charges of high treason. They are accused of having attempted to overthrow the Indian Ocean island government of President Ahmed Abdallah in March. Sources said that all denied the charges.
