The Senate gave final approval for $3.2 billion in spending this fiscal year for the White House, the Treasury Department, the Postal Service and other federal agencies. The measure appropriates $951 million more than President Reagan had requested, and Senate Majority Leader Bob Dole (R-Kan.) said: “If it is over the budget, I would hope there is a veto.” The bulk of the increase over Reagan’s request was a provision for $820 million in postal rate subsidies.
