Development is under way on Northwood Horizons, a 348-unit town house development by the Irvine Pacific Development Co. aimed at first-time home buyers. The units will be priced from the high $60,000s to the high $90,000s and the development is east of Yale Avenue, between Trabuco Road and the Santa Ana (5) Freeway.
