Owners of the Capri toxic waste dump in East Los Angeles have been found personally liable for $288,000 that the state spent cleaning up the site. The state’s long-running case against Capri owners Genevieve and Refugio Carrasco--and two of their companies, A&R; Pumping and Capri Pumping Service--ended last January, with a settlement reached before the case came to trial. Retired Superior Court Judge Harry Peetris acted as arbitrator in deciding that the Carrascos bore personal liability for the amount determined in the January ruling, which also held that their companies owed $50,000 in civil penalties for their role in operation of the dump, which had no permit.
