A Los Angeles travel promotion company and its chief operator were ordered to pay more than $30,000 in fines, penalty assessments and restitution to 19 customers who in early 1984 paid for tickets and accommodations they never received. Transworld Charter Inc., which does business as Orient Express, and its chief operator, Hoh-Tah (Steve) Cheung, each pleaded no contest to 10 violations of the California Travel Promoters Act. Los Angeles Municipal Court Commissioner Barry D. Kohn also placed Cheung, 41, of Monterey Park, on two years’ probation, during which he will be banned from participating in the travel business.
