Court Says School Must Allow Speech on Nicaraguan Life

JACKSONVILLE, Fla. — The First Amendment rights of a high school student were violated when officials canceled a speech by an American who has been living in Nicaragua, a federal magistrate ruled Friday.
The speech by Fred Royce, a diesel mechanic from Jacksonville who has been teaching for several years in the Central American country, will be presented Monday at St. Augustine High School.
Christopher Carpenter, a 10th-grader, sued Supt. Otis Mason last week, asking the court to order Royce’s speech rescheduled. Royce was originally scheduled to talk April 7 about his experiences.
