Lloyd E. Shaffer has been hired as president and chief operating officer of CPI Pension Services, an Irvine administrator of pension plans for small businesses. Shaffer, of Laguna Hills, spent 32 years at Prudential Insurance Co. He replaces Frank Edelstein, who continues as chairman and chief executive officer.
