Portugal’s Socialist Party ended its sixth congress by removing remnants of Marxist leanings from party statutes and electing former Finance Minister Vitor Constancio, 42, as secretary general. He succeeds Mario Soares, who resigned when he was elected Portugal’s president last February. The congress adopted new principles calling for an open economy with private enterprise and public cooperatives. Observers said the action was aimed at broadening the party’s political base.
