BISMARCK — With 90% of the vote in, Democratic challenger Kent Conrad was 3,000 votes ahead in an upset of freshman Republican Sen. Mark Andrews.
Andrews, a maverick who frequently voted against Reagan Administration policies, won his seat in the Reagan landslide of 1980 after serving 17 years in the House. He had characterized Conrad as an ultra-liberal pawn of the Eastern Establishment. Conrad accused Andrews of favoring cuts in Social Security and not doing enough to help farmers.
