Rep. Patricia Schroeder (D-Colo.), chairman of the House civil service subcommittee, urged federal agency heads to ignore Office of Personnel Management guidelines for random drug testing of government employees, calling them unconstitutional. The guidelines were issued Dec. 1 in response to an executive order requiring agency heads to establish drug testing programs. Schroeder said there is “no authority in law or regulation” for random testing.
