Congratulations to The Times (Editorial Pages, Dec. 5) for endorsing the Los Angeles Unified School District’s use of local reserve funds to pay for needed expansion of kindergarten facilities. It is a wise investment.
Recognizing that the “kindergarten is where the learning starts,” pioneer clubwoman Caroline Severance in 1875 organized one of the nation’s first “children’s gardens” near Hill and 1st streets. In 1889 Los Angeles, among the first to incorporate the kindergarten into the public school system, was listed among those “having the most fully developed program.”
The current action of the Los Angeles School Board continues an important educational tradition.
