May Department Stores, St. Louis, announced that Carl E. Tooker has been named chairman of its Goldwaters department store division in Scottsdale, Ariz., as part of its expansion plans in Arizona. Tooker is now senior vice president and chief financial officer of May Co., California. The company said Pamela Grant remains the Goldwaters chief executive, a post she has held since 1978.
