A doctor afflicted with AIDS was reinstated to the staff of Cook County Hospital in Chicago because the county board bypassed hospital personnel procedures when it suspended the physician, officials said. The doctor, whose identity was not released, was suspended by the Cook County Board of Commissioners earlier this week when he refused to be reassigned and give up patient contact.
