The 1990 national head count will probably cost about $2.6 billion, a substantial increase from an earlier estimate, Census Bureau Director John G. Keane said. Keane told the House census and population subcommittee that the cost projection was increased from the $1.8-billion estimate made two years ago after test censuses conducted last year spurred officials to review their figures. If the nation’s population grows to 248.6 million by 1990, as projected, the new figures indicate that the count will cost $10.46 a person.
