Soviet Deputy Foreign Minister Vladimir F. Petrovsky said he has given Persian Gulf leaders detailed proposals from Soviet leader Mikhail S. Gorbachev for talks to end the Iran-Iraq War and safeguard shipping in the region. “We propose multiparty talks to take a common position on ways to guarantee security and navigation in the gulf, the Strait of Hormuz and the Indian Ocean,” he said. At a news conference at the close of his three-day visit to the United Arab Emirates, Petrovsky said, “We also propose talks on reducing the number of naval forces and defining their activities in the region.”
