Panama’s No. 2 Military Man Retires From Post

PANAMA CITY — Col. Roberto Diaz Herrera, second-in-command of Panama’s powerful military and a cousin of the country’s late strongman, Gen. Omar Torrijos, has retired due to poor health, a senior military spokesman said Tuesday.
Official word of Diaz Herrera’s departure followed several days of rumors that the 48-year-old official was ill and planned to stepped down as head of the army’s general staff.
Panama has often been awash with rumors of friction between Diaz Herrera and Brig. Gen. Manuel Antonio Noriega, the nation’s military chief.
