Haiti’s electoral council scheduled a presidential election for Nov. 29, the first free vote in the impoverished Caribbean nation in three decades. If, as expected, no candidate wins a majority of the votes, a runoff between the top two finishers will be held Dec. 20. More than 25 candidates are running. The winner will be inaugurated Feb. 7, two years after the ouster of dictator Jean-Claude Duvalier.
