State of Emergency Extended in Lima

LIMA, Peru — Authorities on Tuesday extended a state of emergency in Lima for 30 days, saying it is necessary because of continued attacks by Communist guerrillas.
The decree empowers authorities to make arrests and raid homes without warrants and to restrict public assemblies in Lima and the adjacent port of Callao, an area of 6.4 million people.
Peruvian President Alan Garcia first imposed the state of emergency in the capital 21 months ago.
