Dai-Ichi Kangyo Bank Ltd. of Tokyo said it is considering starting a finance company in the United States. The firm hopes to set up the company in the fiscal year starting in April with $1 million to $2 million in capital. The finance company would focus on issuing commercial paper and buying accounts receivable from small and medium-sized firms. Dai-Ichi Kangyo is considered to trail other large Japanese banks in moving into the U.S. market.
