The Huntington Beach City Council is expected to vote at a meeting Tuesday on whether to support a bill by state Sen. Marian Bergeson (R-Newport Beach) that would create a special district to oversee the building of waterfront homes and a proposed marina in the Bolsa Chica wetlands.
