The Soviet Union has granted approval for 6-foot 8-inch forward Alexander Volkov, a member of its Olympic gold-medal-winning team, to negotiate with NBA teams, according to International Management Group, which said it has reached a multi-year agreement to act as the Soviet Union’s exclusive representative in negotiating contracts between its basketball players and professional teams.
