Government support of the arts is needed to supplement private giving, a presidential committee told President Reagan after a six-year study. The committee, created by a presidential executive order in 1982, presented its report to Reagan at the White House. It said private giving to the arts and humanities has grown at a greater rate than inflation since 1980, but the two major tax revisions passed during the Reagan Administration resulted in reduced incentives for charitable contributions.
