Comedian Billy Crystal will be back as host for the 31st annual Grammy Awards taking place here Feb. 22. It’s his third straight Grammy gig, and CBS once again will have the telecast. Grammy nominees will be announced Jan. 12 by the National Academy of Recording Arts & Sciences.
