The Commerce Department ruled that Japanese all-terrain vehicles are being sold in the United States at less than fair value and proposed anti-dumping duties to erase the price advantage. The duties would affect Japanese exports of certain three- and four-wheel vehicles designed for off-road use by one person, the department said. The money is to be held as a cash deposit or bond while the U.S. International Trade Commission determines if sales of the imports injure or threaten to injure U.S. manufacturers.
