A retired police officer was killed in Belfast, Northern Ireland, when a bomb exploded under his car. Police said he was the 13th person to die this year in the province’s sectarian and political conflict. He was not identified. The Irish Republican Army, battling to oust Britain from Northern Ireland, has pledged in 1989 to “refine its activities” and attack only what it considers legitimate targets--such as police officers and soldiers--after killing 23 civilians in botched attacks last year.
