Terrorist organizations seem certain to eventually acquire chemical, biological and even nuclear weapons, a conference in Stockholm was told. “It’s not a question of ‘if’ but of ‘when’ it will happen. It’s just a matter of time,” said Yonah Alexander, director of the Institute for Studies in International Terrorism at the State University of New York. “We have to face the danger that a terrorist incident could provoke a nuclear confrontation, and both the United States and Soviet Union are aware of this,” he said.
