Venezuela prepared for its first general strike in 30 years, an action widely seen as a test of labor’s ability to lead the opposition to President Carlos Andres Perez’s austerity policies. The Confederation of Venezuelan Workers, the nation’s largest trade union federation, called the dawn-to-dusk strike for today to protest the austerity measures, which sparked rioting in late February.
