Dispute Over Drugs Seen in Fatal Shooting of 4

NEW YORK — Two brothers, the wife of one of the men and a college student were found handcuffed and shot to death Tuesday in an East Harlem housing project, police said. They said the killings appeared to be related to drug trafficking and that two paging devices commonly used by drug dealers were found in the apartment.
