U.S. Urges Cuban Restraint in Firing on Drug Flights

WASHINGTON — The State Department today urged the Cuban government to take “all necessary precautions” in its plan to stem drug trafficking by shooting down planes that refuse to land for inspection.
“While we welcome any legitimate action to interdict narcotics trafficking, we urge the Cuban government to take all necessary precautions and to exercise restraint . . . to avoid the loss of innocent life,” said State Department deputy spokesman Richard Boucher.
Cuban authorities announced the plan Saturday after arresting a highly decorated general and nine other military officers on charges of accepting bribes from drug traffickers.
