Two absentee voters have cost Susan Neilson her seat on the Brisbane City Council. Neilson and two other council members were recalled in an election May 9. But a recount determined that Neilson had kept her seat by a one-vote margin. San Mateo Superior Court Judge Harlen Veal, however, ruled that two absentee ballots had been improperly counted. The two ballots had favored Neilson. Without them, she was off the council.
