Staar Chapter 11 Petition Dismissed: Two former board members of Staar Surgical Co. lost their bid to force the Monrovia-based company to file for bankruptcy protection. A U.S. Bankruptcy Court judge dismissed the Chapter 11 petition filed by former board members LaMar Laster and Peter Utrata, who sought to win control of Staar Surgical from its president and principal stockholder, Thomas R. Waggoner. Waggoner was temporarily locked out of his offices after the company’s board rebelled against his plans to sign an $11-million licensing agreement with Chiron Ophthalmics Inc. of Irvine.
