Retiring Surgeon General C. Everett Koop, urging a return to “old-fashion morality,” said that the government must find a better way to reach teen-agers who are ignoring AIDS warnings. “We know that sexual activity is rampant and that people of the group I’m talking about are not listening to us,” Koop said in a brief appearance before the new national AIDS commission. “We have to remember that the fear of the consequences of behavior has not ever been enough to turn a teen-ager’s mind.” The commission, formally known as the National Commission on Acquired Immune Deficiency Syndrome, held its first day of testimony from experts, including researchers, advocates and AIDS patients.
