Citadel Holding Corp., Glendale, has appointed William C. Walbrecher Jr. as president and chief executive of both Citadel and its principal operating unit, Fidelity Federal Bank, a federal savings bank effective Nov. 13. Walbrecher’s most recent position was executive vice president and division manager, retail banking of First Nationwide Bank, one of the nation’s largest thrifts.
