Franklin Canyon : Homeowners Assn. Chief

Jack Carter, a retired manufacturer’s representative, has been elected president of the North Beverly-Franklin Canyon Homeowners Assn., which covers an area west of Coldwater Canyon and north of Beverly Hills.
Major issues facing the neighborhood include a proposed development of large homes on a ridgeline next to a parcel of federally owned parkland. Fire hazards and traffic are also a problem, Carter said.
