* Charles L. Ward has been appointed vice president, national marketing and programming, for Times Mirror Cable Television in Irvine. He will be responsible for the strategic development and direction of national marketing, programming and research programs. Ward rejoins the company after serving as vice president of studio relations for Reiss Media Enterprises. Previously, he was director of programming for Times Mirror Cable, which operates 54 cable television systems in 13 states.
