Long Beach bank executive Fred D. Jensen has been reappointed as a director of the Los Angeles branch board of the Federal Reserve Bank of San Francisco. Jensen, 51, is chairman and chief executive officer of the National Bank of Long Beach. . . . Richard W. Atwater Jr. has been named general manager of the Central Basin and West Basin Municipal Water Districts. He was assistant chief of operations at the Metropolitan Water District.
