WORLD : Soviet Bill Offers Real President

MOSCOW — A draft law submitted to the Soviet Parliament provides for the introduction of a state president, elected for a five-year term by universal suffrage and secret ballot, a Moscow Radio publication said today.
The Interfax publication said the bill--which must be approved by the full Parliament, the Congress of People’s Deputies--would give the president wide powers including the right to issue decrees with the full force of law.
If approved, the law will give the Soviet Union a real executive president for the first time in its history.
