WORLD : Seoul Cabinet Resigns to Aid Roh

SEOUL — The Cabinet resigned today to give President Roh Tae Woo a free hand in reorganizing the government after the merger of his party with two opposition groups.
Government officials said Roh is expected to announce a new Cabinet on Saturday after consultations with his two fellow governing party leaders--Kim Young Sam and Kim Jong Pil.
