P.M. BRIEFING : Reject Bush Plan, Cuba Urges

HAVANA — Cuba today urged Latin America to reject an economic initiative for the region announced by President Bush last week, saying it was an attempt to extend U.S. domination in the hemisphere.
“President Bush’s words reveal the traditional policy of the carrot and the stick,” the official Communist Party newspaper Granma said in a front-page editorial.
Saying that the welcome given to the plan by some Latin American governments is premature, Granma added: “We have to organize once again a common line of defense.”
Bush’s proposal last June 27 included writing off part of Latin American debt to the United States, new lending and investment programs and a $100-million U.S. contribution for a new investment fund for the region.
Granma dismissed the proposal as “crumbs” and said the United States continues to treat Latin America and the Caribbean as though the region was its own back yard.
