SPECIAL DELIVERY: Developer Bill L. Walters, now of Newport Beach, can expect a letter this week from Rep. Frank Annunzio demanding to know how he can live luxuriously while he’s supposed to be broke. . . . Walters, who defaulted on nearly $100 million in S&L; loans, told Annunzio’s committee he was insolvent. Committee staffers say another letter will be sent to developer Kenneth L. Good, who defaulted on $32 million in loans from the same S&L.; He also testified he was broke but staffers say he lives in a $700,000 home in Tampa, drives a Maserati and recently gave $100,000 to the Republican National Committee.
