DAM CUTBACK: There was some bad news in the state budget (A31) for the Santa Ana River Project--a $1.4-billion plan to stave off the threat of a devastating central Orange County flood. . . . At the last minute, $46 million that the county needs to get matching federal funds for the project was cut. The good news: Gov. George Deukmejian still supports the project and plans to include it on a statewide bond measure. “We think we may be able to go ahead with the project as planned,” says one county administrator.
