Retired Regulator to Run Mercury S&L;: William J. Crawford, who retired in April as state S&L; commissioner, will be placed in charge of insolvent Mercury Savings & Loan Assn. in Huntington Beach today, a spokesman for federal regulators said. Kevin Shields, a spokesman for the Resolution Trust Corp.’s regional office in Denver, said that Crawford will be named managing agent of Mercury, which was seized by federal regulators in February.
